The Information Technology Industry Council (ITI) is the premier advocacy and policy organization for the world’s leading innovation companies. ITI is seeking a Vice President of State Government Affairs to join its Government Affairs team. This opportunity is located at ITI’s headquarters in Washington, DC. Summary
As the Vice President of State Government Affairs, you will have the unique opportunity to expand and lead a new advocacy program representing ITI’s priorities to state governments across the United States. This pivotal role offers the chance to build out a state government affairs function, working closely with ITI member companies and across the organization with other teams to influence the future of tech policy at the state level. Initially, you will be the sole member of this function on the Government Affairs team, with the responsibility to build the team through strategic hiring and engagement of consultants as the program grows.

Key Responsibilities:

Strategic Leadership

1. Develop and execute a comprehensive strategic plan to expand ITI’s state government affairs function.
2. Identify, recruit, onboard, and manage a team of government affairs professionals and consultants as needed to support the growing function.
3. Develop and coordinate state policy objectives with ITI Government Affairs, Public Sector and Policy teams to ensure cohesive positioning on state and federal policy matters.

Advocacy and Relationship Building

1. Personally initiate and cultivate relationships at the most senior levels of state governments.
2. Establish ITI’s presence in state-level policy discussions and advance our priorities through strategic legislation and regulatory measures.
3. Create a framework to support ITI and its member companies in the sector’s political engagement.
4. Forge strategic partnerships with key organizations that represent or directly engage with state officials, related third parties, and trade associations.

Member Engagement and Compliance

1. Establish and maintain regular communication channels with ITI members to identify and develop consensus on state government affairs priorities.
2. Create and manage systems to ensure legal compliance with state lobbying registration requirements.
3. Develop a deep understanding of ITI policy positions and past legislative efforts and translate them into state-level initiatives.

Operational Management

1. Initially execute all aspects of the state government affairs function.
2. Develop a scalable organizational structure to support future team growth.
3. Manage budgets, resources, and performance metrics for the state government affairs function.

Your qualifications:

1. 10+ years of experience in state government affairs.
2. Broad knowledge of technology industry policy.
3. Previous experience in state government and/or trade association experience, a plus.
4. Experience in solo project management and execution.
5. Excellent verbal and written communication skills.
6. Strong leadership, strategic planning, and execution capabilities.
7. Proficiency in identifying, monitoring, and analyzing state legislative activities.
8. Strong network of contacts in state government affairs.
9. Track record of success in managing advocacy campaigns.
10. BA/BS degree in political science, policy, business administration, or related field required. Advanced degree preferred.
11. Flexibility for up to 50% travel.

Pay Range: $235,000 – $265,000 per year.
